1. Combine all ingredients except rice
and eggs.
2. Chop finely and season to taste.
3. Bring water to the boil, pour over rice and steam for 25-30 minutes.
4. Put beef mixture on top of rice, cover and steam for a further 7-8
minutes.
5. Break the eggs and slide neatly on top of the beef.
6. Steam with lid on until the whites set and serve.
